VIDEO: This Week With MP Jim Belanger: My Take on the ALTO Rail Project. May 16, 2026

The federal Liberal government, supported by several Northern Ontario Liberal MPs, is advancing plans to spend approximately $90 billion on the proposed ALTO high‑speed rail corridor between Quebec City and Toronto — a project many Northerners feel does not reflect their transportation needs or priorities. While this proposal focuses on densely populated southern corridors, large parts of Northern Ontario continue to face limited, unreliable, or nonexistent passenger rail options.

From my perspective, this raises a fundamental question of fairness in infrastructure investment. Northern communities contribute to Canada’s economy, particularly through mining, forestry, and tourism, yet often see significantly less federal investment in practical transportation solutions that would directly benefit residents and local industries.

I do not support the ALTO high‑speed rail proposal in its current form. While major infrastructure investment is important, it must be targeted where it delivers the most value to Canadians. For Northern Ontario, that means prioritizing accessibility, affordability, and reliability, not high‑cost projects designed primarily for urban corridors.

Instead, I have consistently advocated for the replacement, modernization, and expansion of the Budd Car rail service. The Budd Car line is not just a transportation option, it is a critical lifeline for many communities. It connects residents to essential services such as healthcare, education, and commerce, while also supporting regional tourism by providing access to Northern Ontario’s natural attractions.

However, the current fleet is aging, service levels are limited, and many communities remain underserved. That is why I am pushing for a long‑term commitment to:

  • Modernize the rolling stock, ensuring safer, more reliable, and more comfortable service
  • Increase service frequency, making the line a viable day‑to‑day transportation option
  • Expand the network, with a long‑term vision of reconnecting key Northern hubs
  • Strengthen economic development, by improving the movement of people in tourism, resource sectors, and regional business

Importantly, this approach represents a cost‑effective alternative. Expanding and upgrading existing regional rail infrastructure would cost only a fraction of the ALTO high‑speed rail project, while delivering meaningful, immediate benefits to the communities that depend on it most.

My advocacy is grounded in the principle that infrastructure spending should reflect the real needs of Canadians. For Northern Ontario, that means practical, accessible transportation solutions, not projects that bypass the region entirely.

I remain committed to ensuring that Northern voices are heard in national infrastructure decisions and will continue to push for investments that strengthen connectivity, support economic growth, and improve quality of life for Northern Ontarians.
